... Gesteuert werden die Drohnenangriffe vom
Auslandsgeheimdienst CIA. Getötet werden dabei hauptsächlich Menschen
in Wohnhäusern. Überwiegend handelt es sich bei den Angegriffenen um einfache
bewaffnete Stammesangehörige, die mit ihren Familien zusammenleben. Da die
hinter den Drohnenangriffen stehende Strategie hauptsächlich darauf abzielt,
möglichst viele Menschen zu töten oder wenigstens schwer zu verletzen, nutzt die
CIA gern kollektive Ereignisse aus. Das sind hauptsächlich gemeinsame Essen aus
festlichem Anlaß, oft an religiösen Feiertagen, oder auch Beerdigungen. Auf
Nichtkombattanten, die bei solchen Ereignissen in großer Zahl anwesend sind,
wird dabei keine Rücksicht genommen.
Um ihre Ziele zu definieren, sind die CIA-Leute auf
Informanten angewiesen. Darunter befinden sich jedoch auch solche Personen wie
der Attentäter, der am 31. Dezember in der afghanischen
Drohnensteuerungszentrale Forward Operating Base Chapman
bei einem Anschlag sieben Agenten mit sich in
den Tod riß. Seine Auftraggeber hatten ihm so vertraut, daß er den
Stützpunkt unkontrolliert betreten durfte. Seine Glaubwürdigkeit hatte er zuvor
durch »wertvolle Tips« erworben. ...

Few people by now can be unaware of Blackwater, later known as Blackwater
Worldwide and now as Xe. The private security agency formed in 1997 and based in
North Carolina is owned by Erik Prince, a former member of the US Navy Seal
special forces, and has long-standing links with both the CIA and the FBI.
Its presence in Pakistan has been an open secret for some
years. The investigative journalist and writer Jeremy Scahill, an
authority on Blackwater and author of the bestselling Blackwater: the Rise of
the World’s Most Powerful Mercenary Army, revealed last month that it has been
there since 2006. He says Blackwater is being employed for covert ops,
essentially intended to target high-value al Qa’eda leaders, including Osama bin
Laden, but it has also assisted in providing information for drone attacks and
has kidnapped suspects and transported them covertly to the US for interrogation.
In other words, it is an American agency with a licence to kill or kidnap, thus exonerating official American agencies that might one day be held accountable. ...

Dem selben Thema hatte der US-Präsident sich schon am 27. März ausführlich gewidmet. Nennenswerte Unterschiede zwischen beiden Reden gibt es nicht. Damals hatte Obama die Entsendung von 21000 zusätzlichen Soldaten nach Afghanistan angekündigt. Jetzt teilte er mit, daß er weitere 30000 nachschieben will. Als Obama im Januar das Amt von George W. Bush übernommen hatte, waren erst 32000 US-Amerikaner in Afghanistan stationiert. ...

... Der 45jährige Scahill ist schon seit Jahren ein angesehener Journalist und
hat das wohl wichtigste Buch über die Söldnerfirma geschrieben: »Blackwater: The
Rise of the World’s Most Powerful Mercenary Army«, deutscher Titel: »Der
Aufstieg der mächtigsten Privatarmee der Welt«.
Pakistanische Medien berichten fast täglich über das provozierende Auftreten
bewaffneter US-Amerikaner, bei denen es sich allem Anschein nach um Angestellte
sogenannter Sicherheitsfirmen handelt. In den vorigen Wochen beschuldigte ein
Taliban-Sprecher die Blackwater-Nachfolger, hinter mehreren Bombenanschlägen auf
Märkte in Nordwestpakistan zu stecken, bei denen insgesamt über 200 Menschen,
mehrheitlich Frauen und Kinder, getötet wurden. Die westliche Presse berichtet
darüber selten – und dann zumeist tendenziös und unqualifiziert. Bei Spiegel
online versuchte zuletzt der Redakteur Yassin Musharbash am 17. November, das
Thema lächerlich zu machen. Motto: Die Pakistanis spinnen. Alles blöde
Verschwörungstheorien. (...)
Nach Scahills Recherchen arbeitet die Prince-Gruppe in Pakistan hauptsächlich
für den US-Geheimdienst CIA, für das Joint Special Operations Command (JSOC),
das die geheimen Spezialeinheiten der US-Streitkräfte leitet, und für die
pakistanische Regierung. In der südpakistanischen Hafenstadt Karatschi, der
bevölkerungsreichsten Metropole des Landes, gebe es einen geheimen Stützpunkt
des JSOC, in dem auch eine »Eliteabteilung« von Blackwater tätig sei. Diese
Zusammenarbeit reiche bis in das Jahr 2007 zurück.
Die Aufgabe der Blackwater-Leute in Karatschi besteht laut
Scahill unter anderem darin, für die CIA und das JSOC Drohnenangriffe und
Kommando-Operationen zur Ermordung angeblicher Taliban- und Al-Qaida-Mitglieder
zu planen. Diese werden dann von verdeckt arbeitenden US-Spezialeinheiten
durchgeführt. Für Drohnenangriffe auf pakistanische Ziele ist offiziell
ausschließlich die CIA zuständig. Scahills Informanten gehen aber davon aus, daß
in Wirklichkeit hinter der Hälfte dieser Aktionen das JSOC steckt. ...
